In 2002, following a brutal civil war, 494 registered civil society organisations established the National Election Watch (NEW) in Sierra Leone. Its goal was to monitor and support electoral processes, thereby enhancing public confidence in democracy.

Now, over twenty years later, NEW is a significant presence during elections, with many households awaiting reports from its observers and familiar public messaging, particularly from spokesperson Marcella Samba-Sesay. Its reputation for forthrightness and extensive network has made it a vital institution for electoral accountability in Sierra Leone.

However, NEW currently faces a troubling predicament. In April, internal disputes arose during its leadership elections, leading to a judicial injunction that halted its operations. This has implications that extend beyond the organisation itself, potentially destabilising the already fragile democratic landscape in Sierra Leone.

The fallout from the disputed 2023 elections still looms large. Concerns about electoral transparency, credibility, and trust persist, highlighting the need for a thorough examination of the situation and a commitment to restore public confidence.

Preparations for the 2028 elections require proactive measures, including voter education and legal reform. NEW’s paralysis comes at a crucial time, as credible elections cannot be constructed in just a few months. Its operational halt could jeopardise the electoral cycle, especially as significant amendments to the Constitution, aimed at reforming the electoral system, have also faced opposition.

The opposition party has challenged the amendment’s provisions and the method by which it was passed, taking the matter to the Supreme Court. Questions regarding whether constitutional thresholds were met have also emerged, complicating the political environment.

If these issues are unresolved, Sierra Leone risks entering the next electoral cycle with weakened institutions, further eroding public trust. Concerns grow when considering the challenges facing the opposition party and the limitations placed on NEW, further straining the credibility of the electoral process.

This situation demands transparent and lawful resolution. NEW is not just another civil society group; it is a key player in ensuring electoral accountability. Similarly, the Constitution serves as the foundation of political power in the nation, requiring confidence from all citizens, regardless of political affiliation.

As Sierra Leone approaches 2028, it must confront the wounds of 2023 while ensuring a robust electoral framework and independent monitoring. A credible election goes beyond logistics; it demands widely accepted electoral rules, impartial institutions, and independent oversight that is free to act without fear of retribution.

NEW has strived to be that safeguard for over two decades, and how Sierra Leone addresses these challenges will determine whether 2028 can restore democratic confidence or becomes mired in suspicion before voting even begins.
