Held in the Ministry’s Conference Room in Tower Hill, Freetown, the training included government officials, consultants from Kenvah Solutions and DRESQ Limited, and other stakeholders involved in the agreement’s execution.

Acting Director-General Momodu A. Wurie emphasised the importance of building technical and institutional capacity for the agreement’s lawful and humane implementation. He noted that the agreement pertains only to nationals of ECOWAS member states, with a cap of 300 individuals annually and 25 monthly. The United States has contributed US$1.5 million to assist with humanitarian migration-related needs.

Wurie urged collective responsibility among the participating institutions, stating that successful implementation relies on well-defined roles, effective communication, adherence to legal frameworks, and respect for the rights of returnees. He highlighted the need for all entities to comprehend the agreement’s provisions and operational requirements, stressing that upholding established limits and procedures is vital for accountability and transparency.

The training covered mandates, national legislation, international obligations, and procedures for registration, documentation, and case management. Participants were encouraged to approach their tasks with professionalism and respect for human dignity, ensuring compliance with national laws and international commitments.

Wurie asserted that no single institution can adequately handle the agreement’s complexities without collaboration, highlighting the necessity for clear communication channels and timely information-sharing.

This exercise aligns with priorities set by Foreign Affairs Minister Mohamed Rahman Swaray, which include enhancing coordination and ensuring international agreements align with national interests. The Ministry acknowledged the contributions of all participating institutions and urged them to apply the lessons learned and maintain cooperation throughout the implementation process.

This training is part of a broader effort to create a coordinated approach to the Third-Country National Agreement, aiming for an implementation that is transparent, accountable, and respectful of human rights.
