The Ministry of Planning and Economic Development (MoPED) has proposed a budget of NLe40.7 billion for the 2027 fiscal year during discussions at the Miatta Civic Centre in Freetown. This figure significantly exceeds the budget ceiling of NLe17.6 billion.
Acting Development Secretary Usman Conteh explained the Ministry’s priorities and the reasons behind its budget request. “The budget process is essential for enhancing accountability, coordinating development, and ensuring national resources improve public service delivery,” he stated.
Conteh highlighted several key objectives for FY2027, including the creation of a Public Investment Management Information System (PIMIS) for use by ministries, departments, agencies, and Local Councils. He also pointed out plans to reassess sector strategic plans to align them with the Medium-Term National Development Plan, conduct donor mapping, and streamline development assistance.
Other aims include enhancing public investment management and strengthening the planning and monitoring of development projects across the country. Conteh projected MoPED’s revenue for 2027 at NLe3.3 billion and expressed gratitude to international partners for their ongoing support to improve citizens’ lives.
The session, chaired by Dr Illara E. Mahdi, Deputy Director of Budget at the Ministry of Finance, was attended by various government officials and stakeholders. Following discussions on development coordination, the role of Local Councils, and project implementation, the presentation will proceed to the next stage for further review, with concern over the vast gap between the proposed budget and the established ceiling.
