A whistleblower has accused Fodie J. Konneh, Chief Executive Officer of the National Public Procurement Authority (NPPA), of a potential conflict of interest involving government contracts awarded to a company named “Victorious Store,” which the whistleblower claims Konneh owns.
According to the whistleblower, Konneh has not addressed procurement irregularities in various government ministries, departments, and agencies (MDAs) in exchange for “Victorious Store” securing contracts from these same entities. The source alleges that several contracts were awarded without following established public procurement procedures.
The allegations suggest that “Victorious Store” receives significant contract work from the Ministry of Finance. The whistleblower noted that the ministry recently awarded the company a contract improperly, circumventing standard procedures. Further details about this contract will be disclosed in the next edition.
The whistleblower also stated that “Victorious Store” lacks the necessary qualifications, technical capability, and experience to fulfil the contract, claiming that a close associate of Konneh operates the company. This associate’s identity will also be revealed in the upcoming edition.
These allegations raise concerns about the contract awarding process, the adherence to due process, and whether any relationship between Konneh and the company was adequately disclosed or managed under relevant rules. Furthermore, the whistleblower asserted that Konneh is using his position to influence procurement decisions in favour of “Victorious Store.”
