Othman Sheriff, editor of the respected online publication The Critique Echo Newspaper, has weighed in on allegations regarding Eric Mansally, the National Director of NGO Affairs at Sierra Leone’s Ministry of Planning and Economic Development (MoPED). Sheriff, a seasoned journalist and development professional, criticises the tendency of some to unfairly portray individuals in positions of authority, particularly when discussing NGO registration processes.

In his article, Sheriff highlights his extensive experience in both media and development, particularly as the Director of Youth in Action for Development (YAD). His aim is to clarify the processes governing NGO registration and renewals in Sierra Leone and to confront misinformation that has surfaced, especially among the Sierra Leonean diaspora.

Sheriff explains that while many NGOs began as community-based organisations (CBOs) during and after Sierra Leone’s civil war to aid national recovery, the current registration process is more structured. He outlines that registration now involves three main steps: obtaining initial approval from local councils, followed by registration with the Sierra Leone Association of Non-Governmental Organisations (SLANGO), and ultimately registering with MoPED.

To register, NGOs must comply with various regulatory requirements, including proof of tax contributions and employment regulations. The registration fees vary, with local NGOs paying SLE 2,000 and international NGOs paying USD 2,000 biennially.

Sheriff asserts that the registration process is crucial for maintaining credibility in the NGO sector, allowing for proper oversight and accountability. He believes that the public outcry against Mansally is largely unfounded, resulting from misunderstandings about the regulations rather than any malpractice.

Sheriff ultimately calls for a balanced discussion of the benefits of the registration process, highlighting its role in promoting transparency and fostering public trust in charitable organisations in Sierra Leone. He encourages readers to critically assess allegations against Mansally and emphasises that the documents and procedures involved are designed to ensure legitimacy rather than obstruct it.
