The arrest of suspended Deputy National Police Commissioner Shadrack Sibiya has highlighted serious issues within the South African Police Service. Sibiya was apprehended on Monday at a strip club in Sandton, facing five charges including rape, sexual grooming, and human trafficking.

He appeared in the Randburg Magistrate’s Court on Tuesday and was remanded at the Kgosi Mampuru II Correctional Centre, with a bail hearing scheduled for 29 September. Prosecutors allege that Sibiya groomed a 16-year-old girl and raped an 18-year-old woman at a Sandton hotel.

The National Prosecuting Authority (NPA) opposed his release, citing concerns about witness intimidation and the risk of him fleeing if held at a police station. Sibiya, who denies the charges, claims he is a target in a power struggle within the police force.

His arrest follows months of allegations presented to both the Madlanga commission and Parliament’s ad hoc committee. KwaZulu-Natal police commissioner Nhlanhla Mkhwanazi has accused Sibiya of accepting regular payments from the late Jotham “King Mswazi” Msibi, linked to an alleged crime syndicate.

Sibiya purportedly ordered the transfer of 122 case files from the Political Killings Task Team to the police headquarters, a claim he denies, calling it part of the internal battle for control of the police. He acknowledged meeting underworld figure Vusimuzi “Cat” Matlala about a controversial R360 million medical services contract.

Sergeant Fannie Nkosi, reportedly a middleman between Sibiya and Matlala, was arrested in April with weapons and sensitive documents found at his home. Sibiya has also faced allegations of accepting 20 impala from Matlala.

The commission’s second interim report called for disciplinary actions against both Sibiya and Nkosi. Meanwhile, Sibiya is suspended while facing separate criminal charges for sexual offences.

The inquiry into police links to organised crime began with issues surrounding the disbandment of the Political Killings Task Team, identifying the Crime Intelligence division as a hotspot for corruption. Evidence presented to the commission revealed a power struggle regarding this division, with allegations that former police minister Senzo Mchunu sought to create divisions within the police.

Suspended Crime Intelligence head Dumisani Khumalo has faced fraud and corruption charges related to the appointment of a senior officer, and suspended deputy head Feroz Khan has also been implicated in these matters.

The R360 million Medicare24 contract is another significant investigation, implicating several senior police officials in corruption linked to its procurement process. Brigadier Rachel Matjeng, who endorsed the contract, has been arrested for accepting gifts from Matlala. Other high-ranking officials are also facing charges related to the contract.

In Ekurhuleni, suspended deputy chief Julius Mkhwanazi has been investigated for facilitating the illegal use of municipal resources for private security. He has faced multiple arrests, including for his alleged involvement in a murder case.

The police have recently executed search warrants at the homes of both Mchunu and Sibiya, confiscating electronic devices for evidence. The ongoing Madlanga commission has revealed extensive corruption within South Africa’s policing system, prompting President Cyril Ramaphosa to extend the deadline for its final report to 25 January 2027.
